What’sUpProf?? Is a free podcast series made available to the global public sector by Nebula Research Ltd (a not-for-profit company, fully registered and regulated by the UK Communities Interest Companies Government Regulator). This website serves as a support site for the series, freely providing several resources to aid the global public sector. We are fortunate to have our academic partners, Apsley Business School working with us on this service.
Our History/Background.
Professor Gupta, or Mr Gupta as he was back then entered the UK Public Sector in 2000, shortly after leaving a Private Sector role with WebGain Inc, where he was the Head of Operations, EMEA. During his private sector roles Professor Gupta had been able to access the latest academic discovery and best practice, as it was standard for private sector organisations to have subscriptions to the larger services which provided this, e.g. Butler Group, Ovum, 451 Research, Data Monitor, Gartner, etc.
Upon moving to the Public Sector Professor Gupta found that the public sector did not automatically subscribe to these services, and there was little budget available to fund these. As he thought about it the system seemed broken. From what Professor Gupta could see, most academic discovery and best practice was generally funded through Government Grants, which meant the taxpayer had already paid for this research. Going ahead and purchasing expensive subscriptions, often in the tens of thousands of pounds, to be able to access this information seemed as if the public sector was being double charged. There was no need to pay extortionate subscriptions however, as there are a number of larger consultancies who built large business units on the back of providing services to the global public sector in these specialist areas. Such services are not cheap. As any funds used from public sector services means a reduction in the resources available for front line (i.e. public facing) services, this seemed particularly strange to Professor Gupta. Fortunately, here in the UK we have an organisation called Innovate UK who administer all grants and associated work on behalf of the UK Government. Part of their remit is to ensure that the public sector has full and unfettered access to the outcomes of any funded research project. Having been involved in several Innovate managed pieces of work, I can say that they are rigorous in ensuring the public sector is able to access this research freely.
Asa part of the team who wrote the Patient 2.0 Empowerment paper delivered to the Symantec Web and Web Services Conference in Lad Vegas in 2008, Professor Gupta wass able to gaiun access to the academic libraries of Westminster University and was thus able to access any academic best practice articles through this manner, without having to pay for any subscription, or any consultancies. This is a route Professor Gupta strongly suggests to all Public Sector Leaders to gain access to various reports and research papers. It is usually fairly easy to come to an agreement with a local higher education institute to allow yourself sand a small team to be able to access there academic libraries and resources. Alternatively, “Public Sector leaders should look to get in touch with Innovate UK to ensure there citizens also benefit from the latest discovery an Best Practice. Alternatively, you are invited to subscribe to our podcast series and our support site/forums where we encourage the open sharing of such knowledge for the betterment of all citizens globally. Although we will not host academic research of other organisations, or individuals, we will publish full research we have conducted for each and every episode, This will include signposts for our audience to be able to double check our analysis and to share our conclusions. It is very much the hopes of Professor Gupta, as our founder, and Lead Professor, that the forums on this site specifically assist various public sector services to openly share information. Please note, you must respect the IP of others, so please do not share copyrighted materials unless you have written permission to do so. If the team or I discover copyrighted material being posted to the forums, we reserve the right to delete any offending attachments. All of our research is published completely free of charge for any public sector organisation to use, private sector organisations who sell into and support the public sector are advised to procure a licence to use our work by emailing licensing@whatsupprofnebulares4230.live-website.com in advance of using our materials. Licenses will not be unreasonably denied, Licenses tend to be global and non exclusive, and are priced according to expected usage. Any licensing fees are used purely to reinvest into providing further services for the global public sector. We are a regulated not-for-profit organisation, part of the Nebula Research Ltd family, and our research and our resources are fully available to Strategic Discourse Ltd at all times. If public sector organisations require assistance with implementing any of our discoveries, you are asked initially to contact Strategic Discourse to see if they can suggest the best support for yourselves. Any other organisation offering to assist with our workstreams does not have access to our resources (including our academics who design and carry out all of our research) and so will be less able to provide the support you require. The list of organisations who have access to our resources will be maintained on the support website. Public Sector leaders, and policymakers are in charge of assuring that any information they use is right and properly adjusted for their for their services and there population demographics. We accept no liability for the misuse of any information provided through the podcast series or this website. Equally, we provide no guarantees of outcomes expected, the information we provide can only show the outcomes of specific experiments, we cannot warranty such levels of success or resource savings.
